The 2010 International Association of Chiefs of Police (IACP) October 2010 • The Chronic Consumer Stabilization Initiative funded by the Houston Police Department received the 2010 International Association of Chiefs of Police (IACP). HPD was recognized for the Chronic Consumer Stabilization Initiative (CCSI). CCSI is an innovative collaboration between HPD, Mental Health Mental Retardation Authority of Harris County (MHMRA), and the City of Houston Health and Human Services. The objective of CCSI is to identify persons with serious mental illness who have extremely high numbers of contact with police officers and to link these individuals to caseworkers with the ultimate goal of reducing future police contacts and assisting the person to lead a more stable life. 5. The 2010 Herman Goldstein Award for Excellence Problem Sept. 2010 • The Chronic Consumer Stabilization Initiative was piloted for six months in 2009. Statistical data on police calls to these 30 chronic consumers was compared for a six-month period prior to the pilot and then compared after completion of six months of intense engagement by a caseworker during the pilot. As a result of this six-month initiative, there was a 70% decrease in contacts between these persons with chronic mental illness and the Houston Police Department. Statistics reveal that 972 police manpower hours were diverted as a result of this decrease in contact. In addition to the reduced police contact, there was a significant reduction in involuntary hospitalizations with this population • The Center for Problem-Oriented Policing (POP) recognizes innovative and effective problem-oriented policing projects that have achieved measurable success in resolving recurring specific crime, disorder or public safety problems faced by police and the community. Each year, the center accepts applications from law enforcement agencies around the world for the prestigious Herman Goldstein Award for Excellence in Problem-Oriented Policing. The award is presented at the center’s annual international conference. There were 46 entries from around the world for this year’s award. Judges narrowed the list to 14 semifinalists, then six finalists, including a team from the United Kingdom.
